The Ministry of Human Resources and Social Development has won the GCC eGovernment Award 2025 in the category of “Outstanding Digitally-Enabled Government Institution,” organized by the Central Agency for Information Technology in the State of Kuwait.
The award recognizes the Ministry’s efforts in advancing digital transformation and improving the quality of government services. This Award was given on the ceremony took place yesterday in Kuwait.
During the Ceremony, the Minister of State for Communications Affairs in Kuwait, Omar Al-Omar, the Secretary-General of the Gulf Cooperation Council (GCC), Mr. Jasem Al-Budaiwi, and the Governor of the Digital Government Authority (DGA) of the Kingdom of Saudi Arabia, Eng. Ahmed bin Mohammed Al-Suwayan, presented the award to His Excellency the Deputy Minister for Digital Transformation, Eng. Faisal Bakhashwain, in the presence of ministers and senior government leaders from GCC countries.
This recognition is part of a series of achievements by the Ministry in the field of digital transformation. Over the past few years, the Ministry has developed an integrated digital ecosystem that enables the creation of a flexible and sustainable work environment, strengthening its capacity to support Saudi Vision 2030 programs. It has launched numerous electronic platforms and services that have improved the beneficiary experience, increased operational efficiency, and enhanced transparency and accessibility to the services, thereby demonstrating its commitment to adopting best technical practices for government action.
As a result of these efforts, the Ministry has earned several local, regional, and international awards, most notably: the Sharjah Government Communication Award 2025 for “Best Campaigns Positively Impacting Youth Awareness and Practices.”; Recognition among the top three government organizations for “Best Integrated Communication System.”; the King Abdulaziz Quality Award (Gold Level) in the government sector category (7th session); the title of “Best Arab Ministry” for 2024, during the 3rd Arab Government Excellence Award organized by the UAE Government in cooperation with the Arab League.
In 2023, the Ministry ranked second-best government entity in Saudi Arabia and was honored at the Expenditure Efficiency Forum 2024 for its advanced financial and administrative resource management standards. It also won the Sharjah Government Communication Award 2023 for “Best Communication Practice Accompanying Volunteer Campaigns” for its “Volunteer with Your Expertise” initiative. In 2022, it ranked first in the Arab world for “Best Government Communication System” and ranked second globally for “Best Initiative to Empower Women.”
These achievements highlight the Ministry’s excellence in developing an integrated framework that combines outstanding institutional performance, effective communication, and comprehensive digital transformation—positioning it as one of the leading government models in the Kingdom and the region. And this aligns with Saudi Vision 2030, which aims to build a advanced and efficient government sector.
It is worth noting that the GCC eGovernment Award is one of the region’s most prestigious awards, organized biennially to honor outstanding government entities in the fields of digital transformation and e-services. The award follows unified standards that aim to promote a culture of excellence and innovation, showcase successful experiences, and facilitate the exchange of best practices among GCC countries— thus enhancing regional competitiveness and advancing Gulf digital integration.
