The Ministry of Human Resources and Social Development concluded its operations during this year’s Hajj season 1447 AH after implementing an integrated framework of regulatory, operational, social, and digital efforts. These initiatives contributed to strengthening the readiness of the seasonal labor market, improving compliance levels, and expanding humanitarian services provided to the Guests of Allah across Makkah, Madinah, and the Holy Sites.

Throughout the season, the Ministry worked to enhance the efficiency of seasonal work environments and raise compliance with labor market regulations and governing frameworks through more than (10,000) field inspection visits. These efforts supported the monitoring of establishments operating during the season, resulting in the identification of approximately (2,400) violations and the handling of (87) reports, contributing to improved operational efficiency and service quality.

As part of its efforts to enable establishments to meet their operational requirements during Hajj, the Ministry provided access to temporary work mechanisms. More than (8,000) establishments benefited from the “Ajeer Hajj” service, allowing them to secure the necessary workforce for seasonal operations, enhance operational readiness, and meet the demands of the season. This also supported the utilization of the national workforce through regulated seasonal employment contracts.

On the community services front, the season witnessed active participation in humanitarian and volunteer initiatives implemented by the Ministry, most notably the “Anawart” Initiative, which represented a model of organized volunteer work during Hajj. More than (4,000) male and female volunteers participated in the initiative, contributing over (70,000) volunteer hours dedicated to serving pilgrims at various entry points and service locations.

The initiative provided services to more than (300,000) pilgrims, including over 160,000 elderly pilgrims, while also offering support and assistance to nearly (1,500) persons with disabilities, helping enable them to perform their rituals with ease and peace of mind. The efforts also included delivering more than (2,000) immediate medical services and conducting (250) guidance and consultation sessions, reflecting the Ministry’s commitment to enhancing the quality of services provided to groups requiring greater care and support during Hajj.

These efforts were supported by an integrated digital ecosystem that enabled access to labor market and social services through various platforms and electronic services. Key services included the “Ajeer Hajj Season” service and the Ministry’s individual application services, which helped simplify procedures, improve processing efficiency, and enable reporting of violations. Through the “Mowaamah” application, the Ministry also provided a range of support services for persons with disabilities, including sign language interpretation, communication with visual assistants, and identification of accessible locations, enhancing accessibility and improving response times for beneficiaries.

The Ministry’s operations during the season received direct field follow-up from His Excellency Eng. Ahmed Sulaiman Al Rajhi, Minister of Human Resources and Social Development, and His Excellency Mr. Ismail Saeed Al Ghamdi, Assistant Minister for Shared Services and Chairman of the Executive Committee for the Hajj Season. Their field tours and visits covered the Ministry’s initiatives, operational sites, and service locations across Makkah and the Holy Sites, focusing on workflow progress, readiness levels, service quality provided to the Guests of Allah, and the implementation of operational, regulatory, and community plans on the ground.

The achievements realized during Hajj 1447 AH demonstrate the integration of roles between the Ministry and various government entities. They also reflect the wise leadership’s commitment to serving the Guests of Allah and mobilizing all available resources to enable pilgrims to perform their rituals with ease and peace of mind. These efforts align with the objectives of Saudi Vision 2030 in enhancing service quality, strengthening institutional performance, and improving quality of life.
