The entry into force of the first phase of the Saudization of the consulting sector and professions in the Kingdom

The Ministry of Human Resources and Social Development announced the start of implementing the first phase of the Saudization of the “consulting sector and professions” in all provinces of the Kingdom, starting from 15/09/1444 AH corresponding to 06/04/2023, after the end of the grace period specified for the Saudization of these professions. This comes in continuation of the Ministry's efforts aimed at providing a stimulating and productive work environment for male and female citizens, increasing their level of participation in the labor market, and enhancing their contribution to the economic system.

The Saudization of the “consulting sector and professions” in its first phase included the Saudization of the professions of consultants and specialists who practice consulting work in the sector by 35%, as it is expected to provide job opportunities for male and female citizens.

The Saudization of the consulting sector and professions comes within the framework of the cooperation of the Ministry of Human Resources and Social Development with the supervisory authorities represented in the Ministry of Finance, the Local Content and Government Procurement Authority, the Authority for Efficiency in Spending and Government Projects, and the Human Resources Development Fund “Hadaf”, with the aim of enhancing the presence of human cadres in the sector, and increasing the percentage of Saudization in consulting and business professions, which will contribute to the development of local content in this strategic sector and the organization of the labor market.

The Ministry will provide a package of incentives and support to support private sector establishments and assist them in hiring Saudis, including: support for the recruitment process and the search for suitable workers, support for training and qualification, the recruitment process and career continuity, and support and employment programs through the Human Resources Development Fund (Hadaf). While the Local Content and Government Procurement Authority will follow up on the commitment to include Saudization requirements in consulting contracts, it has also issued a guide that explains the details of the Saudization of the consulting sector and professions and its implementation mechanism. It stressed the need for establishments to adhere to and abide by the application of provisions, in order to avoid the statutory penalties that will be applied against violators.
