The Ministry of Human Resources and Social Development achieved significant results in regulating the labor market during this year’s Hajj season 1447 AH through an integrated operational and inspection framework that strengthened compliance levels, improved the readiness of establishments operating during Hajj, and supported the quality of services provided to the Guests of Allah. Since during the season, the Ministry conducted more than (10,000) field inspection visits across Makkah, Madinah, and the Holy Sites to verify establishments’ compliance with labor regulations, their executive bylaws, and requirements related to seasonal work environments.
These inspection campaigns contributed to improving compliance among private sector establishments operating during the season. The Ministry recorded approximately (2,400) violations and addressed (87) reports. The most common violations included employers assigning workers to work for another employer without obtaining an “Ajeer” notification, employing non-Saudi workers in professions or activities restricted to Saudi nationals, and employing non-Saudi workers without obtaining valid work permits. The Ministry also carried out awareness and guidance visits for operating establishments to increase awareness of regulatory requirements and promote organized and compliant work environments throughout the season.
In the area of seasonal workforce management, the Ministry’s efforts contributed to increasing labor market flexibility and meeting the operational needs of Hajj-related establishments by enabling them to benefit from temporary work services through the “Ajeer Hajj” service. More than 8,000 establishments benefited from this service, supporting operational readiness and providing flexible solutions to meet workforce requirements during the season.
The Ministry also strengthened its digital presence during the season through an integrated system of digital platforms and electronic services, most notably the “Ajeer Hajj Season” service and the Ministry’s individual application services. These solutions facilitated access to labor market-related services, improved processing efficiency, and supported the seasonal workforce management system during Hajj.
These efforts reflect the continued role of the Ministry of Human Resources and Social Development in regulating and improving the efficiency of the seasonal labor market. They also demonstrate the wise leadership’s commitment to serving the Guests of Allah, utilizing all available resources to enable pilgrims to perform their rituals with ease and peace of mind, while aligning with the objectives of Saudi Vision 2030.
