The Ministry of Human Resources and Social Development, in cooperation with the Ministry of Municipalities and Housing, announced the commencement of implementing the decision to raise the Saudization rate to 30% in engineering professions in the private sector, as of 30 June 2026. The decision applies to establishments employing (5) or more workers in the covered professions, in accordance with the approved definitions and occupational titles set out in the Saudi Standard Classification of Occupations.
The decision targets the Saudization of (46) engineering professions, most notably: Architectural Engineer, Power Generation Engineer, Industrial Engineer, Electronics Engineer, Vehicle Engineer, Marine Engineer, Sanitary Engineer, Technical Production Engineer, Landscape Design Engineer, Oil and Gas Engineer, Research and Development Engineer, and Aerospace Engineer, in addition to requiring professional accreditation from the Saudi Council of Engineers.
The inspection teams of the Ministry of Human Resources and Social Development have begun monitoring the implementation of the decision across establishments and verifying their compliance with the prescribed rates for the targeted engineering professions. This aims to ensure productive and stable job opportunities for national talent, while confirming that statutory penalties will be imposed on non-compliant establishments that fail to comply with the requirements of the decision after the expiry of the specified grace period.
This decision comes as a continuation of the efforts of the two ministries to raise Saudization rates in engineering professions, in line with the objectives of the Labour Market Strategy to support national talent, increase their employment opportunities, and align with the number of job seekers in relevant specializations and the requirements of the engineering sector.
