The Ministry of Human Resources and Social Development is committed to embedding a culture of regulatory awareness in the labor market, in line with its regulatory and legislative responsibility to strengthen the contractual relationship between employees and employers, and to ensure full compliance with the provisions of the Labor Law and its Implementing Regulations. The ‘Labor Culture Awareness’ program seeks to clarify the nature of the working environment and the fundamentals of employment in the Kingdom, and to build a labor market that contributes to human resource development and is based on firm principles of transparency and compliance.

The ‘Labor Culture’ initiative is one of the key approaches adopted by the Ministry to promote knowledge and awareness of correct regulatory practices, and to facilitate access to accurate and reliable information, and to enable workers and employers to familiarize themselves with the details of the Labor Law and related regulations in a simplified and straightforward manner, thereby clarifying obligations and rights from the start of the contractual relationship through to its conclusion.

The Ministry has developed educational resources and content addressing the key issues associated with the contractual relationship, such as working conditions and regulations, contract terms, daily and weekly working hours, statutory leave, employees’ wages, and mechanisms for termination of employment, in addition to clarifying the procedures and regulations relating to special circumstances such as sick leave and maternity leave, the handling of occupational injuries, and other matters relating to occupational safety and labor safeguards.

The initiative has dedicated content to working groups, foremost among them working women, and the statutory provisions applicable to them, such as maternity leave, breastfeeding periods, protection against unfair dismissal, and the right to a safe working environment. Informative tools have also been provided to enable people with disabilities who are able to work to understand their statutory rights regarding employment, the provision of a suitable working environment, equal treatment, and the guarantee of fair opportunities without discrimination.

As an extension of this awareness-raising initiative, the labor attaché offices of the Ministry of Human Resources and Social Development abroad play a complementary role by disseminating knowledge and clarifying the legal rights and obligations of the beneficiary groups before they enter the labor market. This enhances individuals’ readiness and supports early compliance with regulations, and minimizes the challenges arising from a lack of regulatory awareness.

Through the Labor Culture Initiative, the Ministry is committed to creating a working environment characterized by commitment, underpinned by regulatory clarity, and framed by a shared understanding among the parties to the contractual relationship. This limits violations, enhances the quality of professional relationships, and reinforces the principles of fairness in the labor market
