The Ministry of Human Resources and Social Development announced the commencement of the implementation of the decision to increase the Saudization rate to 70% in procurement professions within the private sector, effective 31 May 2026. The decision applies to establishments employing three (3) or more workers in the targeted professions, in accordance with the approved definitions and professional titles under the Saudi Unified Classification of Occupations. The decision covers (12) professions: Procurement Manager, Procurement Representative, Contracts Manager, Warehouse Keeper, Logistics Services Manager, Warehouse Manager, Tender Specialist, Procurement Specialist, E-commerce Specialist, Market Research Specialist, Warehouse Specialist, and Private Label Sourcing Specialist.
The inspection teams of the Ministry of Human Resources and Social Development have begun monitoring the implementation of the decision among the targeted establishments and verifying their compliance with the specified Saudization rates and the localization of the targeted professions. This aims to ensure the provision of a productive and stable work environment for national talent, while emphasizing the application of regulatory penalties against establishments that fail to comply with the decision requirements after the end of the specified grace period.
This decision comes as a continuation of the Ministry of Human Resources and Social Development’s ongoing efforts to increase Saudization rates across professions, in line with the objectives of the Labor Market Strategy to support national capabilities and expand employment opportunities across various sectors. It also aligns with the number of job seekers in related specializations and the future requirements of the procurement sector.
