Within the framework of its strategy for the labor market in the Kingdom, the Ministry of Human Resources and Social Development continues its work to ensure and preserve the rights of the parties to the contractual relationship. In partnership with the Ministry of Justice, it launched the "Notarized Employment Contract is an enforceable instrument" initiative to draw up the features of the reliability of the relationship between all contractual parties. It leads the journey to accelerate the procedures for adjudicating wage disputes arising from employment contracts, by giving the documented labor contract an executive formula that enables the worker to directly implement the collection of his financial dues in the event of the employer's failure to pay, without resorting to filing a labor lawsuit, through the technical link between the "Qiwa" and "Najiz" platforms.
The two ministries revealed that the "wage item" includes: (basic wage, housing allowance, if any, transportation allowance, if any, total other cash allowances, if any), under this initiative has become an executive document that allows the worker to apply for implementation in the event that the employer fails to pay his wage, without the need for additional documents. This is verified electronically through linking with the "Mudad" platform, as it is the platform responsible for automating the financial and administrative processes of private sector establishments to pay employees' wages and process their salaries through the "Wage Protection" program and the "Payroll Management" system.
In order to benefit from the initiative, the employment contract must be documented in the "Qiwa" platform according to the standardized executive employment contract form, in addition to the availability of a contract implementation number issued through the Documentation Center at the Ministry of Justice, in an automated and integrated technical process between the two ministries.
The number of documented employment contracts reached more than 300,000 contracts as of the date of launching the initiative at the beginning of October 2025.
Under this initiative, the worker has the right to implement in a few minutes against the employer through the "Najiz" platform of the Ministry of Justice, in the event that the employer delays the payment of the full wage within 30 days from the due date, and after 90 days in the event that the worker receives his partial wage, by submitting the application for implementation (submitting a virtual court application) in the platform and completing the required data, and the employer has the right to object or pay the application for implementation within five days from the date of acceptance of the application.
This initiative is a guarantee for a fairer and more transparent future of work. It also embodies one of the development paths launched by the Ministry of Human Resources and Social Development to build a work environment based on clarity and reliability in the contractual relationship between the worker and the employer, with integrated digital tools that regulate obligations and preserve rights proactively, based on the directions of Saudi Vision 2030 aimed at enhancing the efficiency and stability of the labor market, and protecting the rights of all contractual parties.
