The Ministry of Human Resources and Social Development (HRSD) announced the issuance of a Ministerial Decree that obliges the Private-Sector establishments, employing (50) workers and more, to provide on-the-job training opportunities for national graduates and job seekers in the context of regulating professional training within the labor market and enhancing national cadre readiness.

According to the Decree, establishments must train at least (2%) of the total number of workers on an annual basis through an on-the-job training programs, with a period ranging from two months minimum to six months’ maximum. Besides, a training contract must be concluded between a trainee and an establishment via «QIWA» Platform. Such contract shall include the training period and stages, the types of targeted skill and profession, in addition to the rights and obligations of both parties, in accordance with prescribed controls and conditions.

The Decree also specifies a fixed ceiling for large establishments with a number of workers amounting to (5000) workers and above. The required legal limit must be (100) trainees on an annual basis. Such obligation shall not increase with the increase in the number of workers with establishments.

According to the regulation, establishments must prepare practical training programs for trainees and provide the required installations, along with preparing periodic reports on the trainee’s performance in the different stages. Establishments also must give a trainee a certificate of completion stating the period of training and the acquired skills.

The Ministry of Human Resources and Social Development issued a procedural manual stating the Decree’s details and the mechanism for the Decree implementation. You can access the Manual via the HRSD website. The HRDS asserted that it will take the actions required for ensuring establishments’ compliance with the provisions of such Decree.

It is noteworthy that the Ministry of Human Resources and Social Development works on developing a training system relating to the labor market and enhancing its outputs to be in alignment with its actual needs, as well as raising the efficiency of the national human resources through clear regulatory frameworks that contribute to employment sustainability and boost integration of roles between the Public and Private sectors within the KSA’s vision 2030 objectives.
