The Ministry announced an update to the requirements for compliance with employment contract notarization via the “Qiwa” platform, raising the target compliance rate to 85% effective 30 April 2026, with the second phase to be completed by increasing the rate to 90% by the end of 30 June 2026.
The Ministry explained that the compliance rate is calculated directly by comparing the number of notarized contracts with the total number of employees’ contracts within the establishment, enabling businesses to monitor their performance with greater accuracy and clarity. This update comes as part of the Ministry’s efforts to enhance compliance with labor regulations, and to strengthen transparency and the protection of rights among all parties to the contractual relationship.
The Ministry of Human Resources and Social Development urging all establishments to begin reviewing unnotarized employment contracts and complete the notarization procedures through the “Qiwa” platform, in order to ensure compliance with the required target rate and to avoid any difficulties that may affect access to services linked to compliance indicators.
