The Ministry of Human Resources and Social Development has launched the “Work Stoppage Service” via the unified national platform for recruitment, Musaned, as a part of contractual relationship improvement initiative, with the aim of facilitating and enabling individual employers to legally terminate contractual relationships in the event that a worker is absent from work, in order to maintain both parties’ rights.


This service allows individual employers to take two main actions: “Employment Contract Termination for Work Stoppage” and “Labor Transfer Service”, in accordance with regulatory controls that ensure justice between parties to a contractual relationship.

The HRSD stated that if an employer terminates an employment contract because of a worker’s absence from work within the first two years from the worker’s entry into the KSA, such worker must quit permanently within a period not later than (60) days. If a worker fails to quit, such worker is considered to be noncompliant with the provisions of both Residency Law and Labor Law. If an employer terminates an employment contract because of a worker’s absence from work after two years from the worker's entry into the KSA, such worker must permanently quit or transfer to another employer with a period of (60) days from work stoppage. If a worker fails to rectify its situation within such period, such worker is considered to be absent from work and noncompliant with the applicable Laws.

This service comes as an extension to the HRSD's efforts which aim at regulating the Recruitment Sector and enhancing the efficiency of the procedures related to contractual relationships, which contributes to improving the quality of services, raising the level of compliance and transparency, and ensuring the maintenance of all parties’ rights.
