The National Unified Recruitment Platform “Musaned” has revealed its key achievements for 2025, which contributed to the development of the domestic worker sector and the improvement of contractual relationships and service quality. These accomplishments reflect qualitative targets that positively impacted both employers and workers, while enhancing digital transformation and the reliability of transactions. During the year, the platform executed more than 1.6 million salary transfer transactions, contributing to greater transparency and the protection of rights in accordance with approved regulations.
The platform also recorded notable figures, with the number of contracts exceeding 950,000, and the number of beneficiaries of insurance reaching 1.7 million. The number of worker profiles exceeded 1.1 million CVs, while more than 490,000 users benefited from the service of transferring employment services. These figures reflect the platform’s commitment to documenting procedures and strengthening trust between the parties to the contractual relationship.
In terms of expansion, the number of external recruitment offices reached 6,218, while domestic offices and companies totaled 906. The platform achieved a customer satisfaction rate of 92%. Its services also expanded to cover 33 countries and 28 professions, with an average arrival time of 49 days, reaffirming its commitment to facilitating the recruitment journey and achieving a balance between procedural efficiency and service quality.
The Ministry of Human Resources and Social Development has made significant progress in developing regulations and systems related to the domestic worker sector by updating service delivery controls, enhancing contract terms, strengthening compliance, and improving the contractual relationship between all parties involved in employment. The Ministry also launched a corrective initiative to address the status of absconding workers, which contributed to rectifying the status of more than 77,000 workers. This initiative enhances the protection of rights and provides a more stable working environment.
As part of efforts to improve the efficiency of recruitment offices and establishments, the performance quality of offices reached 97%, while the efficiency of human resources and recruitment establishments reached 95%. Evaluation mechanisms were further developed, and a guidance manual was issued to facilitate the transition of recruitment offices into companies, resulting in the final approval of more than 240 offices being converted into recruitment companies. Additionally, the restructuring of complaint handling procedures reduced the average complaint processing time to 13 minutes, while financial claims were resolved in less than eight days.
The platform also strengthened worker protection by enabling eligible cases to transfer services without requiring the current employer’s approval, benefiting 3,756 female workers. A channel was also launched to receive complaints regarding illegal intermediaries, through which 1,465 violating sites were shut down, contributing to enhanced protection and reduced risks for beneficiaries. Furthermore, the platform managed to resolve 99.69% of complaints and improved communication channels by receiving more than 750,000 calls with an average response time of 17 seconds, over 41,000 live chats, and 65,000 messages via the X platform, all with a high level of responsiveness.
In the area of sector empowerment, the platform launched a training system comprising more than 35 programs aimed at enhancing the efficiency of workers prior to their arrival in the Kingdom. The year also witnessed a reduction in recruitment costs, with the average cost reaching 6,900 riyals, and in some countries decreasing to as low as 3,300 riyals. The total number of recruited workers reached approximately 790,000 male and female workers, including 498,000 female workers, representing 62%, reflecting improved readiness and the platform’s enhanced ability to meet beneficiaries’ needs with greater reliability.
In an effort to improve user experience, the platform introduced a payroll authorization feature and a service for transferring employment between individuals through CV uploading and browsing, thereby enhancing fairness, procedural ease, and regulatory compliance. Payment options were also expanded with the addition of new banks, bringing the total to eight banks and seven digital wallets.
On the international level, the platform won four awards at ICXA 2025, including the Gold Award for Best Contact Center, the Silver Award for Best Citizen Experience, the Silver Award for Best Digital Transformation, and fourth place for Best Customer Experience Measurement System. The Ministry affirmed its commitment to further developing the sector through enhanced digital services and updated regulations, in support of the objectives of Saudi Vision 2030 to build an advanced sector that ensures the protection of rights, improves service quality, and expands the impact of digital transformation across the labor system.
The Ministry of Human Resources and Social Development also reaffirms its ongoing commitment to improving and developing its platforms, including the “Musaned” platform, which aims to develop the domestic worker sector in the Kingdom and provide advanced digital services that facilitate procedures and enhance the beneficiary experience, thereby increasing user satisfaction and achieving the Ministry’s strategic objectives.
