The Ministry of Human Resources and Social Development, in partnership with the Ministry of Health, announced the launch of the 2nd phase of implementing the decision to raise localization rates for dental professions in the private sector, effective from 27 January 2026.

This decision comes within the efforts of both ministries to enhance the participation of national talents in the labor market and provide productive and motivating job opportunities for Saudi men and women across the Kingdom. It supports the objectives of the Labor Market Strategy and contributes to improving the quality of healthcare services in line with the goals of the Health Sector Transformation Program, part of Saudi Vision 2030.

The 2nd phase applies to all private sector establishments employing three or more workers in dental specialties, with a localization rate of 55%. According to the procedural guide, a Saudi dentist counts toward the localization percentage only if their monthly salary registered with Social Insurance is no less than SAR 9,000 and they hold a valid professional accreditation from the Saudi Commission for Health Specialties (SCFHS).

The Ministry of Human Resources and Social Development emphasized that procedural guides have been published on its website to clarify the decision and required localization rates, urging all establishments to comply to avoid the legal penalties for non-compliance.

The Ministry of Health confirmed its continued support and development of national talents in the healthcare sector, as part of its strategic objectives to establish a sustainable healthcare system, ensure the sustainability of the health workforce, and improve the quality of services provided.

This decision complements ongoing efforts to localize healthcare professions, with the Ministry of Health overseeing its implementation in line with labor market needs. Private sector establishments also benefit from support programs and incentives provided by the Human Resources and Social Development system, including recruitment support, training, qualification, employment, career continuity, as well as priority access to localization support programs and the Human Resources Development Fund “Hadaf”.
