The Ministry of Human Resources and Social Development announced today, Thursday, the launch of a new phase of the Nitaqat Mutawar Program, starting in 2026 and spanning three years, as a strategic step aimed at localizing more than 340,000 additional jobs for Saudi men and women in the private sector, thereby enhancing labor market sustainability and supporting the objectives of Saudi Vision 2030. The launch of this phase builds upon the success the program has achieved since its inception in 2021.
His Excellency the Minister of Human Resources and Social Development, Eng. Ahmed bin Sulaiman Al Rajhi, affirmed that the new phase has been carefully designed to ensure a balance between promoting Saudization and supporting private sector growth, noting that the program is based on a comprehensive analysis of the labor market and the capacity of establishments across various sectors.
His Excellency further emphasized that the experience of the previous phases of the Nitaqat Program has proven the ability of Saudi citizens to succeed and excel in various professions with high efficiency, forming a solid foundation for launching this new phase of the program. This launch reflects our ongoing commitment to empowering national talents and enhancing their active participation in the labor market, contributing to a more stable and sustainable market. In this phase, we continue to build on the achievements made, while ensuring the competitiveness of the private sector.
For his part, His Excellency the Deputy Minister of Human Resources and Social Development for Labor, Dr. Abdullah bin Nasser Abuthnein, explained that the Ministry conducted comprehensive analytical studies across all sectors and establishments, through which realistic Saudization targets were proposed, taking into account the nature of the work and market conditions, in light of the presence of national talents who have proven their ability to perform these roles. He noted that this step will contribute to enhancing job stability, increasing productivity, and achieving genuine labor market sustainability.
The Ministry affirmed that the new phase of the Nitaqat Mutawar Program will contribute to enhancing citizens’ participation in the labor market, creating quality job opportunities, and achieving a sustainable balance between supply and demand, thereby supporting national economic growth and strengthening the long-term confidence of the private sector.
