From the efforts of the Ministry of Human Resources and Social Development aimed at achieving the objectives of the Kingdom's Vision 2030 and building a more inclusive and sustainable labor market, modern work patterns (remote work, flexible work, and self-employment) have emerged as one of the most important strategies to support the empowerment of women and enhance their economic participation in the labor market.
These patterns formed a major tributary to opening broad horizons and creating new and flexible opportunities that support women in achieving a balance between family life and their professional career, and enable them to join the labor market regardless of geographical location or social conditions. The percentage of economic participation of Saudi women over the age of 15 reached 34.5% in the second quarter of 2025, exceeding the target of Saudi Vision 2030. The share of women in the labor market rose to 35.3% in the second quarter of 2025, and the percentage of women in middle and senior management positions rose to 43.7% in the second quarter of 2025. This achievement is a historic leap in the participation of Saudi women compared to previous years;
Within the scope of supporting working women and enabling them to settle and continue in the labor market, the Human Resources and Social Development System provided a package of qualitative programs aimed at overcoming the challenges that women may face during the exercise of their work, the most prominent of which is the (Qurrah) program, which contributes to increasing women's ability to join work by providing safe and reliable hospitality services for children, thus reducing the burden on working mothers and ensuring them a higher job stability, in addition to "Wusool" program, which enables women to overcome one of the most prominent challenges of economic participation, which is the difficulty of reaching the workplace, as it provides a solution for safe and reliable transportation through approved transport companies at a subsidized cost. The program has effectively contributed to increasing the sustainability rate of women in jobs and increasing their employment opportunities, especially in major cities.
On the other hand, the latest statistics showed the growing role of modern work patterns in raising the efficiency of human capital in general, and working women benefited from these patterns, as the number of contracts of flexible work for females reached more than 240,000 contracts in the period from 2020 to the third quarter of 2025, while the total number of active independents reached 690,000 of whom women accounted for nearly 50% in self-employment, and the number of contracts benefiting from remote work reached more than 280,000 contracts from 2019 to the third quarter of 2025.
These programs are integrated with a system of other possibilities provided by the Ministry with the aim of enhancing women's participation in the labor market and enabling them to benefit from modern work patterns, training and qualification opportunities, and vocational support and guidance programs. Through these efforts, the Ministry seeks to provide an attractive and sustainable work environment that supports women and contributes to enhancing their contribution to the GDP, in line with the objectives of the Kingdom's Vision 2030 in the field of women's empowerment.
