Strategic Affairs and Vision Realization Agency

About the agency: 

Based on Royal Decree No. 44643 dated 19/05/1437 H. which stipulates the approval of the establishment of an office for the management of transformation in the government ministries concerned with implementing the program’s initiatives. Based on the recommendation of the Economical and Development Affairs Council in its session held in Makkah on 25 Ramadan 1437 H., which decided to name the offices “Vision Realization Offices.” The Ministry has worked on establishing the Vision Realization Office and defining its framework and details of the procedures necessary to carry out its roles.

 In order to achieve the following:

  • Alignment of the Ministry's directions and strategic goals according to the requirements of Vision 2030 and the goals of the National Transformation Program.
  • Achieving integration among the concerned authorities inside and outside the ministry to unify efforts, achieve results and make an impact.
  • Supporting the implementation of initiatives and interventions to solve problems and escalation within clear and approved mechanisms.

Vision Realization Office Roles:

Organizer:

  • Developing frameworks and governance models necessary to ensure the implementation of work related to Vision 2030.
  • Defining the tasks and responsibilities of the roles involved in achieving the Ministry's commitments towards Vision 2030 (managing initiatives and achieving goals).
  • Determining quality assurance procedures with regard to measuring the performance of indicators and following up on the achievement of the results of the initiatives of Vision 2030.

Enabler:

  • Enabling the Ministry's leaders to take decisions by providing the necessary information and reports.
  • Supporting the stakeholders in the Ministry in order to obtain the necessary approvals from the entities supporting Vision 2030 (as per the approved governance model).
  • Supporting the owners of initiatives by providing competencies and methodologies in the field of managing initiatives and projects.
  • Providing the necessary expertise for implementing the initiatives related to Vision 2030.

Accelerator:

  • Accelerating the achievement and resolving obstacles regarding the initiatives and indicators of Vision 2030.
  • Involving stakeholders from inside and outside the Ministry to solve obstacles and accelerate achievement.
  • Collecting, analyzing, and sharing the lessons learned in coordination with the work team.
  • Intervening at different levels to manage initiatives that are lagging behind or need support.

Vision Realization Programs:

National Transformation Program:

The National Transformation Program aims at achieving excellence in governmental performance, enhancing economic capabilities, raising the standard of living services, via accelerating the pace of implementation of basic and digital infrastructure projects, involving beneficiaries in identifying challenges and creating solutions, and their contribution to implementation, and evaluating the performance of program initiatives.

Quality of Life Program:

This program is concerned with improving the lifestyle of the individual and the family and building a society whose members enjoy a balanced lifestyle, through creating the necessary environment to support and develop new options that enhance the participation of citizens and residents in cultural, recreational and sports activities that contribute to enhancing the quality of life of the individual and family. Achieving the program’s goals shall also contribute to generating many jobs and diversifying economic activity, which shall contribute to enhancing the position of Saudi cities in the ranking of the best global cities.

National Character Enrichment Program:

Enriching Saudi character based on a system of values related to the Kingdom’s legacy and the elements of its unity and its well-established Islamic principles, through a system of integrative initiatives aimed at deepening national belonging, and promoting the values of moderation, tolerance, positivity and perseverance.

This program establishes a methodology that supports policies that address young people of both genders in a modern way that enhances their spirit of initiative, giving, volunteering, mastery and love of work, and motivates them towards success and optimism, thus contributing to building the national economy and consolidating the Saudi intellectual, development and humanitarian achievements of the Kingdom, and interacting with its orientations and its pioneering role, as the heart of for the Arab and Islamic worlds.

Pilgrim Experience Program:

Giving the largest possible number of Muslims the opportunity to perform Hajj, Umrah and visitation to the fullest, and working on enriching and deepening their experience through preparing the Two Holy Mosques, achieving the global message of Islam, preparing tourist and cultural sites, and providing the best services before, during and after their visit to Makkah, Madinah, and the holy sites, and reflecting The bright and civilized image of the Kingdom in the service of the Two Holy Mosques.

In addition to the above, this program shall include the core for confirming the relationship of the private sector and its active role in improving the economies of the sector

Vision Realization Programs:

The Economical and Development Affairs Council developed 13 executive programs to achieve the 96 strategic goals of the Kingdom of Saudi Arabia Vision 2030. The Ministry of Human Resources and Social Development participates in 7 Vision Realization Programs via numerous initiatives and projects leaded by Ministry’s sectors and sister institutions.

Fiscal Balance Program:

Fiscal Balance Program includes monitoring and foreseeing the financial performance with the aim of maximizing oil and non-oil revenues, raising the efficiency of government spending and managing the associated risks, while maintaining adequate financial reserves and a high sustainable ability to borrow from local and international financial markets in accordance with the medium-term public debt strategy in order to achieve financial sustainability.

Private Sector Development Program:

Developing diverse and effective financial sector to support national economy development, diversifying its sources on income, stimulating savings, financing and investment through developing and deepening financial sector institutions and developing the Saudi financial market to form an advanced financial market, in a manner that does not conflict with the strategic objectives to maintain the stability and strength of the financial sector.

Human Capacity Development Program:

Human Capacity Development Program aims at improving the outputs of the system of education and training in all its stages from early education to lifelong education and training to reach global levels, through programs of education, rehabilitation and training and keeping pace with the developments and requirements of the era. These programs shall be in line with the needs of development and the accelerating and renewable local and global labor market and the requirements of the fourth Industrial Revolution, in partnership between all relevant authorities at local and international level.

The program contributes to developing all components of the education and training system, including teachers, trainers, faculty members, governance, evaluation and quality systems, curricula, educational and professional tracks, and the educational and training environment for all stages of education and training in line with modern and innovative trends in the fields of education and training.

Based on Islamic, educational, social and professional foundations, the program shall introduce new educational and training policies and systems that enhance the efficiency of human capital in line with the Kingdom’s Vision 2030 and to achieve inclusiveness, quality, flexibility and serve all segments of society in order to enhance the Kingdom’s regional leadership and competitiveness.
