Ministry of Human Resources and Social Development (MHRSD) seeks to enable people with disabilities to obtain suitable job opportunities and education that guarantee their independence and integration as active members of society, and to provide the same with all facilities and instruments that help them achieve success and invest the latent energies in proportion to their abilities and potentials through diversity in the fields of vocational internship in line with the capabilities and needs of each group and the exploitation of medical, social, psychological, educational and vocational services to assist PWDs in achieving the maximum possible degree of functional effectiveness, with the aim of enabling the same to comply with the requirements of his natural and social environment, as well as developing his abilities to be self-reliant and make him a productive member of society as much as possible.
Mowaamah is one of MHRSD programs; launched in the implementation of the Kingdom's strategy for the rights of PWDs. Mowaamah aims to enable PWDs to obtain suitable job opportunities, and provide them with all facilities and instruments that help them achieve success. In addition, motivating enterprises in the private sector to provide an appropriate work environment for PWDs, according to specific criteria and requirements that enables the enterprise to obtain the necessary license to employ them.
Within the Comprehensive Access Program, the King Salman Center for Disability Research has adopted the preparation of the necessary guides and regulations to create the urban environment, transportation and public places to facilitate the movement of people with disabilities. These evidence are:
A type of centers for the care and rehabilitation of PWDs, including sections for vocational rehabilitation and sections for social rehabilitation for severely PWDs. These centers were established to work on assembling rehabilitation services in one unit that provides services from one source and under the supervision of one administration for all categories of PWDs of both genders separately, and in which all services and benefits included within the social rehabilitation centers and vocational rehabilitation centers are provided with the same previous enrollment conditions for social rehabilitation centers and vocational rehabilitation centers combined.
These centers are specialized in accommodating cases of severely PWDs who are not capable of vocational rehabilitation as a result of severe disability or dual disabilities. The number of comprehensive rehabilitation centers in the Kingdom is (38).

It specializes in rehabilitating the physically, sensory, or mentally handicapped in professions appropriate to their abilities and transforming them from disabled human potential to productive individuals capable of interacting with their fellow members of the rest of society by training them in any suitable profession. It is possible to train in the external community according to programs and a joint training plan between the centers and the training authorities on professions that are not available in the centers. There is one center and (13) departments for vocational rehabilitation in the Kingdom.

It is concerned with providing various services and programs for severely PWDs cases during specific periods of the day, including social, psychological, health, recreational and training programs, in addition to family counseling and education programs according to the needs of each case and as per well-thought-out individual plans.
Day care centers and departments provide appropriate care and rehabilitation programs for PWDs during daylight hours, such as physical and vocational therapy and training in various life skills, in addition to providing intensive family education and counseling programs for families of PWDs and others. These centers were established to be one of the alternatives to institutional care, and their times were set during the daylight hours in the morning to reduce the burden on some families of PWDs who are unable to provide adequate care for their children during this time, or male and female workers who are unable to provide care for their children during official working hours.
The number of government day care centers and departments is (12), and the number of non-governmental centers affiliated with (the private sector, civil committees in service and social development centers, and charitable societies) is (120) distributed over the various regions of the Kingdom.
