A Scientific Council shall be established at the Institute of Public Administration to supervise the scientific affairs of the members of the Training Authority and the affairs of research, studies, and publishing. In particular, it has the following:
Recommend the appointment of members of the training staff at the institute.
Deciding on academic promotions for members of the training staff at the institute.
Encouraging scientific research, authoring, translation, and publishing, and for this purpose, he may:
Setting rules to encourage the preparation of scientific research.

- Setting rules to encourage the preparation of scientific research.
- Approval of draft annual and five-year studies and research plans.
- Publish research, literature, translations, scientific theses, and what the Scientific Council deems appropriate for publication and consistent with the objectives of the Institute.
- Recommending the issuance of scientific journals
- Documenting the relationship with the relevant research centers.
- Studying academic sabbatical requests for members of the Training Authority and recommending them.
- Setting the rules governing the implementation of contracts for research projects and administrative studies that are financially supported by governmental or private agencies, and which are implemented either at the initiative of the funding agencies, the researcher, or commissioned by the Institute.
- Establishing a mechanism for nomination and application for rewards and incentive awards for distinguished works offered by the Institute or those announced by other scientific bodies or institutions.
- The Council may form one or more committees among its members to study the issues assigned to it, and it may seek the assistance of whomever it deems appropriate from outside the Council.
- Considering matters referred to it by the Director General for study and making recommendations in this regard.
The center aims to coordinate efforts between state agencies to achieve gender balance within the Kingdom by presenting initiatives and projects that contribute to bridging the gender gap, holding training programs, and providing consultations, studies, and administrative, organizational, and strategic proposals to implement the principle of equal opportunities and achieve gender balance. A "Gender Balance Center" was established. As an administrative unit within the organizational structure of the Institute on 10/7/2021 in line with the strategic objectives of Vision (2030) by developing and empowering human capabilities and achieving the principle of equal opportunities in the workplace.
