Short Brief about the Agency:

The rehabilitation and Social Guidance Agency (Agency) carries out its work in accordance with comprehensive policies and offers variable programs to all eligible groups based on the strategy for empowering and building the capacity of the beneficiaries. The Agency seeks to empower the family, structurally and functionally, to participate in the sustainable development of society through capacity building, empowerment of family, individuals, and establishments, and employment of the available resources. The Agency also aims to raise and employ their energies and initiatives, help them gain an increasing ability to solve the problems they and upgrade the quality of their lives to prepare the family to manage its own life and affairs. The objective is to make the family a main element of society to create cohesion and stability and transform it into a participant family, which will lay the foundations for the success of the empowerment plan, expand the family’s options and build its capacity to manage its own affairs and wellbeing.

The Agency works on familiarizing the beneficiaries with the social establishments, which can help them and help the social establishments they can perform their functions as required. In addition, the Agency combats children begging by studying the beggars’ social and economic conditions, providing them with support and empowerment, developing and building partnerships and institutions, enhancing and concluding agreements, memoranda of cooperation and understanding, as well as adding the e-linkage to make it easier for the beneficiaries to access the services together with sectors (governmental, private and non-profit to serve the users).

The Agency develops policies, regulations, systems, and programs of family guidance develops and follows up the implementation of work criteria in such centers, works on raising the family's general awareness, and addresses the problems and cases it faces in partnership with the government, private and non-profit sectors.

Functions of Agency:

Implementation of the general policy of the Ministry of Human Resources and Social Development (HRSD) by relying on planning, organization, guidance, coordination, and communication in accordance with a unified system that uses control and feedback to correct its paths, and ensures the achievement of goals with high efficiency and effectiveness.
Measurement and follow-up of successful performance of all daily works in departments, seeking to develop employees, build their capacity, hear their opinions and motivate them to get informed of achievements and challenges they face.
Development of the general procedures and work manuals, sharing knowledge with branches to upgrade them, upgrading and developing the level of work performance as per the functions of all services provided to the beneficiaries, preparing appropriate buildings, developing programs, describing the social, psychiatric and healthy services in coordination with the relevant agencies and departments to facilitate communication, achieve the desired goals and rectify the shelters.
Getting the beneficiaries of the Agency’s services, citizens, civil society, and business institutions involved in formulating policies, making decisions, managing services, improving their level and controlling them, measuring their satisfaction, and taking their views into account.

Working on enhancing the elderly person system in the Kingdom of Saudi Arabia through an organization, raising awareness, improving services quality and efficiency, expanding the scope of coverage across the Kingdom, and upgrading the level of service provided to the elderly persons, whether at the governmental or civil social care houses, with the highest quality criteria.
Enhancing the health care system (preventive - awareness-raising - rehabilitative) and developing the systems and services of the health care field for the categories sponsored by HRSD.
Providing financial and in-kind supporting services to disabled persons and families sponsoring orphans.
Implementing the regulations and legislation related to domestic violence, developing work mechanisms, standardizing executive procedures, and spreading awareness about the concept, danger, and bad effects of abuse on building the personality of the individual and the stability and cohesion of society through partnerships with the relevant authorities, coordinating efforts with other parties supporting family protection work, operating and managing reporting centers to receive all reports of violence and abuse against women of any age, children under the age of eighteen, vulnerable groups, the elderly and disabled persons, and providing documented statistical information about cases of abuse, which are used in developing treatment mechanism and in conducting specialized scientific research and studies. - Providing rehabilitative to disabled persons at rehabilitation centers (severe, intermediate, double, and with mild disabilities categories), providing social care for them, and rehabilitating socially suitable cases by familiarizing them with serving themselves and enhancing their role in society according to the best methods based on the latest scientific methods to improve the quality of social services provided by the centers, empowering disabled persons, investing their abilities, guiding them, preparing them and qualifying them to work in one of the professions suitable for them.

Agency Programs:

The Agency provides many programs and projects that contribute to raising the economic and social levels of the beneficiaries, helping them assist themselves and transferring them productive powers that can earn their living by caring for, training, and rehabilitating individuals in different social care houses, institutions, and centers, or by providing aids. This aims to empower disabled persons, orphans, elderly persons, abused women, and children to achieve a sound upbringing and compensate them for deprivation. In addition, the Agency aims to encourage and support families sponsoring orphans, work on guiding the juvenile, modify their behavior to be productive members of society, monitor children at risk of delinquency, combating children begging through studying the beggars’ social and economic conditions and providing them with support and empowerment. The Agency intensifies its programs to support the activities of family and childhood care, as the family is the main pillar of building human society, by raising family awareness and guiding it to perform its function in upbringing its children and preparing them to contribute to development and progress of society in economic and social aspects. This is also achieved by taking care of adaptation and acceptance programs and providing social stability for such categories for the purpose of re-adapting them in a social aspect to the outsider community and helping them overcome social problems.

The Agency organizes and manages projects, programs, and resources management to achieve the strategic goals that enable the successful completion of the project. The Agency considers the quality, time, and cost by applying project methodology and governance. The Agency implements the project outputs, programs of the National Transformation Program, and the projects of other strategies within the Agency and works on improving the performance and results of projects and programs and developing work in projects and programs.

Development of a comprehensive strategy to provide care in all aspects for the orphans, which includes the development of plans, procedures, and regulations, including the provision of care from alternative families named sponsoring families. HRSD’s role is (to assess the family and its appropriateness for fostering (in social and psychiatric aspects), continuously and regularly follow up with the family after fostering, develop rehabilitative programs for the sponsoring families, disburse an amount to support them to perform their role in sponsoring such category and work with such families to overcome difficulties to achieve a decent and independent life for the orphan to be an active member of society.
Domestic Social Rehabilitative Care Programs for disabled, elderly, and confined-to-bed persons, as the preventive and social services they need, are provided in their family and social environment to improve their personal abilities to become independent and self-reliant.
