More than 61 thousand beneficiaries were empowered in the labor market by the Ministry of Human Resources and Social Development till the end of the third quarter of 2023

The Tamkeen “Empowerment” program for social security beneficiaries, under implementation by Human Resources and Social Development, have brought achievements that exceeded the target range, thus empowering more than 51,125 thousand beneficiaries in the employment track until the end of the third quarter of 2023, exceeding the target number of 48,510 thousand beneficiaries. Whereas Tamkeen is considered the one of the programs delivered by the Social Security and Empowerment Agency which is about a group of services provided by the Ministry’s partners. Such services include job and training opportunities, in addition to services supporting production projects as well as entrepreneurial projects with the aim of improving the living conditions and economic conditions of the beneficiaries; and transforming them into productive and financially independent individuals. Given that, the latter is achieved through three main tracks. 

 

Empowerment Tracks: 

Empowerment tracks for Social Security Beneficiaries are divided into three main tracks which are as follows:  The employment track, which is concerned with offering assistance, by the Ministry’s partners from various sectors, through providing job and training opportunities by means of registration on the Taqat platform affiliated with the Human Resources Development Fund “HADAF” or any approved employment platforms, and through holding Career Fairs inside different regions of KSA.  The second track is the business empowerment track, which contributes in providing of financial and non-financial support and delivering training programs for beneficiaries to develop and advance their entrepreneurial businesses or productive projects; as well as in offering advice and assistance for preparing feasibility studies by specialists and experts. The third track is the rehabilitation track, which seeks to provide rehabilitation programs and services to beneficiaries who have the capacity for being rehabilitated, including health, psychological and social rehabilitation.

 

More than 10 thousand beneficiaries were empowered by the Ministry in the economic track:

In addition to the empowered individuals in the employment track that its number reaches more than 51 thousand beneficiaries, the Ministry of Human Resources and Social Development was able to empower more than 10,600 thousand beneficiaries in the economic track inside various regions of KSA by means of providing financial and non-financial support for their productive projects and entrepreneurial business, as this track worked on the provision of a set of incentives that enable beneficiaries to start their own projects. The Social Security and Empowerment Agency achieved the latter as it has sought to create complementary relationships between the two agencies of the labor and social development, and other concerned agencies. All in all, this in turn will contribute in developing the level of services provided to social security beneficiaries, and transforming them into productive and effective individuals. Considering the Kingdom’s Vision 2030, the Ministry cooperated with the Social Development Bank, and held many meetings and workshops that resulted in granting soft loans to beneficiaries in order to start their projects and investments in the labor market; in addition to delivering training, rehabilitation programs, and technical follow-up for the project; while the Human Resources Development Fund (Hadaf) provides another package of incentives for social security beneficiaries to start their own projects.

The training courses of this track have included a variety of subjects, such as: courses for creating and founding productive projects; feasibility studies and the effectuality inside the labor market; investment in labor market opportunities; preparation of business plans for entrepreneurs; the basics of project innovation;  growth strategies for projects, besides a group of courses specialized in commercial regulations, accounting courses, and courses specialized in leadership and development in commercial projects.

 

Activities of Tamkeen “Empowerment program”: 

Empowerment program provided by the Social Security and Empowerment Agency offered a variety of activities until the end of the third quarter of this year, as the agency carried out more than 917 training courses and workshops held in social security offices present all across various regions of the Kingdom.


Those activities involve delivering training courses and programs in English, training courses and programs in many fields as follow: computer uses and applications; work modern technologies; leadership in technical projects, English for business; product management and design; basics of cybersecurity; leadership skills for business; computer maintenance; Infographics; operational planning; feasibility study for projects; analytical accounting (cost management); IT basics for beginners. This also includes freelancing opportunities; mobile phone maintenance workshops; preparation of business model; development of women’s skills and empowering them in the labor market; marketing and digital transformation; revenue management; Excel skills, executive secretary skills, CV design, human resources for non-specialists, graphic design, financial accounting management; Cloud computing; financial awareness; product management and design; Photoshop basics. Social security offices announce all those courses to beneficiaries on a regular basis.

Through its offices in various regions inside KSA, the Social Security and Empowerment Agency concluded more than 287 Memorandum of Understandings (MoUs), cooperation agreements, and established strategic and regional partnerships to serve social security beneficiaries and empower them in the labor market. These partnerships diversified to include partnerships with training institutes, charities, private sector institutions, and government agencies. And in their pursuit to build a bridge between employers and social security beneficiaries who are able to work, the Ministry held more than 126 empowerment forums in all regions of KSA in which private sector institutions participated and offered many job and training opportunities in the labor market.

The Ministry of Human Resources and Social Development seeks to achieve, through Tamkeen, the basic objectives of the Social Security Law. It is also worth noting that Article Nineteen (19) thereof stipulates that the Ministry, in cooperation with the Human Resources Development Fund (Hadaf) and the relevant authorities, shall prepare a Rehabilitation plan for each and every beneficiary capable of and liable to being rehabilitated in accordance with conditions stipulated under its regulations such conditions of age, qualifications, medical fitness, etc.; in addition, it shall provide services of jobs search for every beneficiary who is able and ready to work, and subsequently shall follow up those beneficiaries, both who are under their rehabilitation journey and those who are ready to go off to work in order to measure their progress according to the plan, and check how responsible and serious they are in their search for a job and if they are accepting the appropriate job offers and training opportunities.
