The Ministry of Human Resources and Social Development, in partnership with the Ministry of Commerce, has announced the commencement of the first phase of implementing the decision to raise the localization rate of accounting professions in the private sector to 40%. This applies to establishments employing 5 or more accountants in accounting positions, effective from 27 October 2025. The minimum wage for the profession has been set at SAR 6,000 for bachelor’s degree holders (or equivalent qualifications) and SAR 4,500 for diploma holders (or equivalent qualifications). This initiative comes as part of the Ministry’s efforts to provide more diverse employment opportunities for Saudi men and women in all sectors across the Kingdom.

The decision includes raising the localization rates across 44 diverse accounting professions, most notably (Financial Manager, Accounts Manager, Director of Financial Affairs and Accounting, Budget and Accounts Manager, Treasury Manager, Budget Manager, Collection Manager, Cash Manager, Certified Public Accountant, Financial Controller, and Senior Financial Auditor). The decision will be implemented gradually in five phases over a period of five years, reaching a 70% localization rate upon full implementation.

The Ministry of Human Resources and Social Development confirmed that it has published the Procedural Guide on its official website to clarify the details of the decision and the required localization rates. The Ministry urged all establishments to comply with the implementation to avoid the statutory penalties prescribed for non-compliance.

This decision comes as a continuation of the efforts to localize accounting professions. The Ministry of Commerce will oversee the implementation of the decision in alignment with the needs of the labor market. Private sector establishments will also benefit from the support programs and incentives provided by Human Resources and Social Development, which include support for recruitment, training, qualification, employment, and job retention. Additionally, establishments will be given priority in benefiting from localization support programs and to the programs offered by the Human Resources Development Fund "Hadaf".
