Since its launch in 2013, the Wage Protection Program (WPP) has been a cornerstone of the labor market regulatory system, monitoring the payment of wages for all workers in private sector establishments. The program creates a work environment characterized by fairness and transparency. The continued implementation of the said program emphasizes the Ministry of Human Resources and Social Development’s commitment to the principles of justice and protection of rights, and enhances the efficiency of the contractual relationship between establishments and workers, in line with the ambitious goals of the labor market strategy and the Kingdom’s Vision 2030 in building an attractive labor market that preserves the rights of human resources and stimulates productivity.
During 2025, the Wage Protection Program (WPP) witnessed significant growth in the number of participating establishments, with the total number of registered establishments on the Mudad Platform exceeding 1 million, representing 94% of private sector establishments. Compliance with the program’s requirements exceeded 85%. The number of workers whose wages were documented through the platform exceeded 10 million, while the total number of processed wage files exceeded 17 million by the end of 2025.
The WPP ensures the electronic transfer of salaries for all workers through banks and financial institutions via the Mudad platform, which provides solutions and services that guarantee wages are delivered on time and in the agreed amount between the contractual relationship parties.
The program is based on comprehensive governance of wage disbursement processes through direct technical integration, which allows real-time verification of establishments’ compliance with paying workers’ entitlements on the scheduled dates and in the amounts agreed upon in documented contracts. This significantly helps reduce labor disputes, provides accurate databases that support sustainable growth in the private sector, and creates a legal and technical reference that enhances market reliability for both local and international investors, reinforcing the Kingdom’s position as a model work environment governed by the highest standards of discipline and transparency.
The Ministry has further enhanced the protection of financial rights through the “Documented Employment Contract as an Executable Instrument” initiative, which aims to recognize wage data on the Mudad Platform as an official reference for enforcement, thereby promoting justice and enhancing trust within the work environment.
The Ministry is keen to encourage private sector establishments to adopt a culture of self-compliance through the specialized services available across its various platforms. At the same time, its inspection teams continue to proactively monitor performance indicators and address procedures related to wage file submissions. These initiatives aim to consolidate institutional discipline and raise awareness of labor laws and regulations, which in turn reduces operational challenges and ensures business continuity at a pace that supports economic stability and drives the national development agenda.
