The Ministry of Human Resources and Social Development is enhancing compliance in the Saudi labor market through innovative digital solutions. As a key enabler, the "Self-Assessment Platform" was developed by the Ministry to boost private sector establishments' regulatory awareness and motivate them to proactively and independently correct their status. This ensures compliance with the Labor Law and its executive regulations, reduces violations, and strengthens contractual relationships.

The platform reflects the Ministry's shift toward creating digital regulatory tools that help employers measure their adherence to existing legislation and address shortcomings through an accurate and transparent automated process. This contributes to a stable and attractive work environment and improves the relationship between the Ministry and the private sector by focusing on empowerment rather than solely relying on traditional inspection methods.

Since its launch, the platform has enabled over 117,000 establishments to conduct self-assessments. The assessment covers multiple areas, including contract documentation, wage protection, training and qualification, women's employment, hiring people with disabilities, leaves, and workplace risk prevention, among other priority regulatory aspects. This expansion in scope reflects the Ministry's commitment to achieving comprehensive compliance and improving the regulatory experience for establishments

The platform allows an employer or their representative to log in, update their profile, and complete an assessment form based on approved standards. Afterward, they receive a detailed report outlining their compliance level, areas for improvement, and issues that need to be addressed. The platform also allows for unlimited re-assessments after corrections are made, transforming compliance from a periodic task into a sustainable institutional practice. This aligns with the Ministry's strategic goal of moving from seasonal to continuous smart compliance.

The platform offers a suite of empowering services, including an interactive training service to help establishments understand and perform the assessment smoothly. It also provides an interactive guide with up-to-date regulatory provisions, decisions, and updates. The detailed report service offers precise indicators and clear comparisons reflecting the establishment's regulatory status, enhancing business owners' awareness and their ability to make effective corrective decisions.

This project is part of the Ministry's efforts to achieve its strategic goal of promoting employer and employee compliance and activating a collaborative partnership with the private sector. It also aligns with Saudi Vision 2030 objectives to enhance the competitiveness and attractiveness of the Saudi labor market through an advanced legislative structure and a digital institutional system that improves service quality, enhances the work environment, and supports economic empowerment.

The launch of the Self-Assessment Platform is a tangible example of the institutional shift in the Ministry's approach to regulation and empowerment. The Ministry is developing technological alternatives that focus on proactive regulatory prevention, reducing the burden of direct supervision. This platform provides self-assessment mechanisms that enable establishments to manage their compliance with flexibility, striking a balance between oversight and empowerment. This, in turn, fosters a work environment characterized by efficiency, transparency, and fairness.

This approach represents an evolution in labor market compliance tools, utilizing interactive digital solutions that enable establishments to proactively evaluate their status and address issues on their own through a clear and continuous mechanism. The platform has contributed to creating a more aware and prepared regulatory environment, particularly for small and medium-sized enterprises (SMEs). This has led to improved compliance, a reduction in violations, and more efficient internal procedures in line with regulations and legislation.

This path reflects a more mature model for improving the relationship between the regulating body and establishments. It is founded on awareness and empowerment, promoting a culture of self-improvement as a core part of institutional practice. This contributes to enhancing the quality of the work environment, market stability, and investment attractiveness, all of which support Saudi Vision 2030's goal of building a well-regulated, dynamic, and competitive labor market.
