The Ministry of Human Resources and Social Development has worked to promote the participation of national talents in the labor market and enable various groups to have flexible and productive job opportunities, in line with the objectives of the Saudi Vision 2030 in adopting modern work patterns and raising the level of qualitative employment in the labor market.

Since its launch, the "flexible work" pattern has recorded more than 700,000 documented contracts, reflecting the increasing demand for this pattern, which allows flexible contracting mechanisms between individuals and establishments, in which the wage is calculated based on the number of working hours, as the lowest wage unit, without the requirement of full time or probationary periods, which makes it a practical option for students, job seekers, and those wishing to increase their income or acquire skills and experience.

This pattern is one of the possible solutions to raise the economic participation rates of national cadres, and enhance their professional readiness in various regions and sectors, as it provides flexibility in timing, and the possibility of combining more than one employment contract with different establishments, without conflict between contracts, which supports the development of personal and practical skills and gives individuals a greater ability to reconcile work and life.

The Ministry made developmental and organizational amendments to flexible work, including raising the maximum limit for flexible working hours for one establishment to 160 hours per month, and including the advantage of calculating a full localization point for the establishment within the "Nitaqat" program when this limit is met by one worker or a group of workers.

The Ministry has been keen to document the contractual relationship between the worker and the employer through the flexible work platform, which provides documented contract forms that clarify the wage, the mechanism for delivering the agreed entitlements and working hours, in a way that ensures the preservation of rights and contributes to enhancing reliability and transparency between all parties. The flexible work pattern targets four main categories, including private sector establishments of all sizes, job seekers, and those wishing to increase their income from male and female citizens, as well as male and female students, by enabling them to have flexible work opportunities that meet their personal and professional needs and conditions, without being bound by traditional work patterns.

The flexible work style worker must be a Saudi national, must not be less than 15 years old, must not be a government employee or the owner of an establishment, must not be an optional participant in social insurance and must not be registered with a full-time contract on the same establishment. The electronic platform allows flexible work to be easily contracted, while reducing operational costs on facilities by relying on flexible workers, especially during peak seasons, and providing flexible coverage for extended working hours, which reflects positively on the experience of beneficiaries and the quality of services provided, and gives business owners the ability to manage resources more efficiently.

The Ministry of Human Resources and Social Development renews its commitment to continue developing modern work patterns and expanding the scope of flexible work as one of the main engines to empower national competencies and create attractive and flexible job opportunities that contribute to achieving sustainability and balance in the labor market in the Kingdom.
