As part of the Ministry of Human Resources and Social Development’s ongoing efforts to reinforce its pivotal role in developing human capital and enhancing the Kingdom’s global competitiveness, the Ministry launched the "Sectoral Skills Councils" initiative, a national initiative designed to render the objectives of Saudi Vision 2030 by aligning training outcomes with labor market needs. During the first half of 2025, the Ministry achieved a series of qualitative accomplishments through this initiative, demonstrating its ability to create a tangible impact in developing national talent and enhancing their readiness for the labor market, in collaboration with partners from both the public and private sectors.

Among the most notable achievements, the Ministry represented by the General Secretariat of the Sectoral Councils signed more than 12 cooperation agreements across various sectors to reinforce the principle of integration and unify efforts toward preparing and qualifying national talents in line with labor market skill requirements. The Sectoral Skills Councils also collaborated with the International Labor Organization to conduct specialized studies on skills foresight in the construction and real estate activities sectors. In addition, the Councils have worked on developing a methodology for issuing national reports that accurately reflect future needs, guiding training policies and programs toward practical and procedural objectives.

In its pursuit to enhance the effectiveness of developmental interventions and meet labor market demands, the Sectoral Skills Councils launched specialized technical committees within each sector to ensure that training programs are aligned with market needs and that national cadres are equipped with the necessary skills for effective integration into the labor market.

In the area of training content development, the Sectoral Skills Councils collaborated with the National eLearning Center to identify sector-based needs. As a result, more than 150 specialized training programs were implemented, addressing national economic priorities and providing flexible and high-quality training opportunities that align with international standards.

Within the same framework, the Ministry developed a unified methodology for designing and developing programs in collaboration with the National Center for Strategic Partnerships. This initiative resulted in the development of more than 30 specialized programs, in addition to introductory workshops for institutes and academies under the new partnership methodology. These efforts aim to enhance training quality and unify national efforts in training activities.

As part of its efforts to qualify national cadres to lead the events sector in line with global best practices, the Ministry implemented a number of quality programs, including the “Diploma in Entertainment Event Management”, in partnership with the Sectoral Council for Culture and Entertainment and the Saudi Entertainment and Event Management Academy. It also launched the “Corporate Banking Pioneers” Program in collaboration with the Financial Academy, as the first of its kind in the Kingdom, designed to develop corporate banking leaders through innovative and non-traditional approaches. The program is set to be extended across all national banks. Furthermore, ten new professional certifications were approved in the healthcare and security services sectors, further enhancing workforce efficiency and equipping professionals with skills that enhance their sustainable career path.

These achievements come as part of the Ministry of Human Resources and Social Development’s ongoing efforts to develop and empower human capital and strengthen the competitiveness of the labor market in line with the objectives of Saudi Vision 2030. "The Sectoral Skills Councils" function as a pivotal link between training and employment entities, and act as a key operational instrument of the labor market strategy, contributing to the development of high-impact economic sectors that directly influence the domestic product and employment rates. These efforts strengthen the Kingdom’s position as a leading nation in building a knowledge-based economy and developing national talents.
