Since its launch, the Musaned platform has represented a quantum leap in the domestic labor recruitment sector in KSA, contributing to streamlining recruitment procedures, preserving the rights of all contractual parties, and enhancing governance and transparency in the labor market. In the first half of 2025, the Ministry of Human Resources and Social Development continued, through Musaned, to play this pivotal role by achieving a series of regulatory and digital milestones that reflect its ambitious vision for the future of the sector.
The period witnessed notable growth in the number of beneficiaries using the platform’s services, improvements in service efficiency, and the launch of several digital initiatives that facilitated procedures and enhanced the reliability of the relationship between employers and domestic workers. According to statistics, the platform recorded an increase in recruitment transactions, reaching 417,000 in the first half of 2025, confirming the simplicity of the beneficiary’s journey and experience.
The contract insurance service also witnessed remarkable growth, with 345,000 employers benefiting from it, compared to 302,000 in the previous year. This reflects the growing awareness in society of the importance of contractual protection and preserving the rights of both parties. In the context of improving labor market regulation, Musaned facilitated domestic worker transfer procedures by providing more than 604,000 resumes for the re-employment of workers already residing in KSA. Transfer requests from individual to individual increased to 229,000 compared to 113,000 in the same period last year, while transfer requests from establishments to individuals reached 8,559, highlighting the platform’s flexibility and reliability.
The platform also launched the electronic salary transfer service, as part of its efforts to establish a regulated, safe, and transparent financial environment. This service accelerated the salary payment process from employer to domestic worker and enabled workers to manage their accounts through digital wallets or banks. It also provided multiple options for employers and workers by integrating a comprehensive banking network that includes 5 major banks and 8 e-wallets, offering users greater flexibility.
As part of its phased strategy to mandate salary transfers, Musaned announced in July of this year the implementation of the third phase of mandatory salary transfers for employers with three or more domestic workers. The fourth phase, covering those with two domestic workers, will be launched in the coming October, leading up to the full mandate at the beginning of the next year, requiring all employers in KSA to transfer salaries of their domestic workers.
In strengthening governance, the Platform activated the salary transfer authorization feature, as well as digital documentation of delivery and receipt, ensuring protection of both parties’ rights and promoting financial transparency.
The Ministry also worked on improving the recruitment journey and facilitating procedures for recruitment offices and companies to provide services more quickly, with better quality and at reasonable cost for beneficiaries. Accordingly, Musaned provided a domestic workers’ flight booking service to facilitate operational processes and accelerate the recruitment journey. Moreover, user experience was given top priority; as performance indicators reflected the platform’s commitment to service quality, as it handled over 279,000 calls with an average response time that does not exceed 30 seconds, more than 18,000 live chats, and 29,000 in-app messages, while closing 129,000 support tickets, achieving a 91% satisfaction rate.
Reinforcing its role in enhancing families’ quality of life, Musaned reduced the average arrival time of workers from their home countries to KSA by 12.2% compared to 2024, bringing the average down to 44 days. This included reductions for workers from the Philippines (10%), Uganda (20%), Sri Lanka (18%), and Kenya (13%), reflecting logistical efficiency and international partnerships supporting the Platform’s operations.
These achievements during the first half of 2025 reaffirm the Ministry’s commitment to its core role in regulating contractual relationships between parties and ensuring a recruitment environment that is more transparent, secure, and highly efficient.
