His Excellency the Minister of Human Resources and Social Development, Engineer Ahmed bin Sulaiman Al‑Rajhi, issued a ministerial decision to amend the schedule of violations and penalties of the Labor Law and its Implementing Regulations, as part of the Ministry’s ongoing efforts to develop and strengthen the work environment. The decision aims to support the stability of the labor market, protect workers’ rights, and increase the attractiveness and flexibility of the work environment, thereby improving the efficiency and sustainability of business establishments.

The Ministry explained that the new amendments come in alignment with the updates to the Labor Law issued under Royal Decree No. (M/44) dated 8/2/1446 AH, and the subsequent amendment to the Implementing Regulations of the Labor Law under Ministerial Decision No. (115921) dated 19/8/1446 AH. The amendments include reclassifying a number of violations into specific categories based on the nature of activities, which will provide greater clarity for both establishments and workers in applying and complying with labor regulations. These classifications are as follows:

  • Category of general violations applicable to all activities.

  • Category of violations related to mining and quarrying operations.

  • Category of violations related to the provisions of the Maritime Employment Contract Regulations.

  • Category of violations related to operation and maintenance activities.

  • Category of violations related to the regulations governing recruitment and labor services (Human Resources and Recruitment Companies).

  • Category of violations related to the regulations governing recruitment and labor services (Recruitment Offices).

  • Category of violations related to the Domestic Workers Regulations.

  • Category of violations related to the regulations governing advertisements for support labor services.

  • Category of violations related to practicing Saudi employment services, worker recruitment, or labor outsourcing without a license.

  • Category of violations related to the regulations for agricultural workers, private shepherds, and those of similar status

The Ministry of Human Resources and Social Development invited those wishing to review the details of the amendments to visit its official website, noting that the schedule of violations and penalties will come into effect from the date of issuance of the ministerial decision.

The Ministry also noted that it had previously sought the views of the public and relevant entities regarding the amendments to the violations and penalties schedule through the Istitlaa Platform, as part of its continuous efforts to review labor market regulations, support the stability and growth of establishments, preserve workers’ rights, and enhance the attractiveness and flexibility of the labor market.
