The social security system in the Kingdom has witnessed a continuous development and a qualitative expansion in the coverage of its services and the beneficiary groups in order to ensure the enhancement of the quality of life and protection and the achievement of economic independence for the most needy families without regard to the circumstance. In parallel with this expansion, the social security empowerment system has had a tangible impact on the beneficiaries, and contributed to the transfer of thousands of families from the circle of dependence on assistance to production and work paths. The total number of potential beneficiaries through the various paths until the end of November 2025 reached about 100,000 beneficiaries, including employment paths, economic support, productive projects, training courses, and workshops, in addition to beneficiaries through forums, partnerships, and memorandums of cooperation. These activities contributed to supporting the beneficiaries with qualitative skills, job opportunities and economic consultations, as the number of potential beneficiaries in the economic path reached more than 95 thousand, and in the training and workshops path more than 83 thousand, in addition to thousands of beneficiaries through forums, and hundreds of beneficiaries through partnerships and memorandums of cooperation. These figures represent growth that reflects the scale of efforts to expand empowerment and create real opportunities for beneficiaries.
Inclusion of new groups and promoting equity in entitlement
This continuous expansion over the years includes supporting new categories that were not previously included in the scope of the entitlement, such as low-income employees whose income does not exceed the minimum limit, including security guards and other low-income workers, reflecting the system's shift to a more inclusive and equitable umbrella with the promotion of digital updates and comprehensive automation of warranty-related services, to make dealing with the system easier and flexible through the support and social protection platform, which has become a unified portal that allows beneficiaries to obtain multiple services, including issuing the security scene and submitting objections and complaints, in addition to the support calculator service that helps families to know their entitlement to support in an easy and clear way, which has enhanced the efficiency of procedures and the speed of access to services without the need to visit branches. In addition to providing a digital inclusion service for seniors and persons with disabilities who do not have an affiliate over the age of 18, the Ministry takes care of completing their procedures without the need to personally review the beneficiaries.
Multiple partnerships supporting empowerment and rehabilitation
Social security beneficiaries also benefited from a wide system of partnerships that linked the system to government and private agencies, to provide integrated services that go beyond financial support to empowerment, training and rehabilitation pathways. The Human Resources Development Fund provides employment and training opportunities for beneficiaries, while the Social Development Bank supports the financing of productive projects with full exemption from administrative fees. The private sector, in turn, contributes to the establishment of cooperation platforms that provide training and vocational programs and health, psychological and social support to eligible groups.
Qualitative initiatives to meet the daily needs of families
Qualitative partnerships emerge as a pivotal part of the security development journey, as their effects extend to the daily needs of families. The Ministry cooperated with Almarai to provide a reduced milk initiative for children aging from newborn to two years of age, in addition to multiple exemptions for beneficiaries, such as exemption from judicial fees, fees for measurement tests, and school transportation fees in cooperation with the Ministry of Education, in addition to enabling families to access developmental housing services in partnership with the Ministry of Municipalities and Housing. Efforts are continuing to provide more facilities, including exempting beneficiaries from exam fees for health specialties to support the children of beneficiary families to enable them to have better opportunities in the future.
The Ministry also opened 7 Tamkeen clinics in various regions of the Kingdom, which obtained the "Hayyak" certificate, which is concerned with developing customer service centers in all organizations, and it is the first government program to obtain this certificate for all its seven branches.
In addition to the initiative (Tafreej Karba) to intervene directly and immediately and provide appropriate support to the most needy families, to address the emergency conditions experienced by families who are beneficiaries of the security, with the aim of meeting basic needs quickly through cooperation and partnership with the competent charitable authorities.
Precise criteria to ensure that support reaches the entitled people
The social security system is based on precise criteria that ensure that the support reaches the actual entitled, as the beneficiary must be a Saudi permanent resident within the Kingdom, with exceptions that take into account the humanitarian aspects and include the foreign woman married to a Saudi or his widow who has children from him, as well as the children of the Saudi widow from a foreign husband. The system also benefits the categories of persons with disabilities, orphans, and widows with orphans who do not have nationality documents and have mobility cards, as determined by the Social Security Regulations.
Income is one of the basic criteria for entitlement without regard to circumstance
Income is one of the most important eligibility criteria in the social security system, regardless of the circumstances, as the total income of the family must be less than the limit of SAR 1,320 for the family and SAR 660 for each dependent, with the need to register all family members residing in the same dwelling in one application to ensure the accuracy of the evaluation and achieve justice in the benefit.

Today, social security represents a protection and empowerment system that works in an integrated manner to meet the basic needs of the most needy families, and paves the way for them towards self-sufficiency through training and support programs and the expansion of opportunities, in a way that enhances social justice and raises the quality of life in line with the objectives of the Kingdom's Vision 2030.
