Through an integrated set of initiatives and programs, the Ministry of Human Resources and Social Development succeeded in transforming the Social Development Sector from the concept of traditional care to sustainable developmental empowerment, setting records in serving all classes of the society and inspiring its vision from the KSA vision 2030 objectives.
Empowerment Instead of Care.. Success Story of Social Security
The HRSD has made a qualitative leap in the Social Security file. It is no longer limited to providing only financial support. Rather, it is shifted into a platform for empowerment. According to the latest statistics of the year 2025 AD, such empowerment initiatives contributed to improving the quality of life of beneficiaries and empowering them to effectively participate in social and economic development by providing a package of comprehensive development services. The number of empowered beneficiaries amounted to about 100,000 beneficiaries in different paths of empowerment, employment, rehabilitation, and entrepreneurial projects, contributing to shifting them into the circle of production and economic independence.
International Excellence in Empowerment of People of Disabilities
The HRSD has achieved an internationally considerable excellence in the file of people with disabilities. Such excellence has been crowned by the HRSD being awarded the prize of excellence for the best initiative of Digital Inclusion within the Digital Government Award. Such excellence is attributed to innovating technological developed solutions. The most prominent of such solutions is the digital cards initiative which serves more than 850,000 beneficiaries and allow them to automatically obtain passenger cards, traffic facilities, and autism disorder card, without the need for any manual application procedures. In addition, the HRSD has expanded its span in providing smart services to persons with disabilities via its unified electronic application, providing them with qualitative services, such as a request for sign language interpreter and contacting a visual guide to support people with vision impairments, in addition to a digital tool to search for appropriate public places. This enhances the enhances the independency of such class and their integration into the society.
With respect to field and financial support for the year 2025, the annual data has shown a wide inclusion in the services provided to persons with disabilities. The number of beneficiaries of financial subsidies has exceeded 470,000 beneficiaries. More than 120,000 persons benefited from the resolution on domestic workers’ exemption from visa fees. Not only have efforts been limited to financial support, but they also have extended to include rehabilitation care across more than 500 daily care centers which serve more than 43,000 beneficiaries. This is in addition to providing devices allocated for more than 14,000 persons and providing integrated home care for more than 650 families.
Enhancement of Social Responsibilities and Collaborations
The year 2025 witnessed a considerable progress in the field of social responsibility. The HRSD organized the Global CSR Forum. The ratio of companies’ contributions to social expenditures have raised, reflecting the private sector collaboration with the government tendencies. For boosting and establishing the concept of companies’ social responsibility, the HRSD, last year, launched the Companies’ Social Responsibility Award. The percentage of large companies, having social responsibility programs, amounted to 72%. Besides, the total collaborations amounted to 558 cooperatives, from all parts of the KSA. Within the KSA Vision 2030, which aims at enhancing the youth’s participation in social development, the HRSD, last December, launched the General Policy for Youth Development.
Elderly E-Prioritization Empowerment
As a part of the KSA Vision 2030 objectives, which strive for the empowerment and engagement of all classes of the society in the national journey of development, the HRSD launched many initiatives and digital services which electronically enhance the elderly’s empowerment. The most prominent of such services, provided by the HRSD via its official website and unified application, is the service of issuing the Privilege Digital Card for Seniors. It is a service that gives them the priority in services and discounts on some public services. It is electronically operated by the HRSD Application which also provide the capability of easily accessing other various services, including tracking and inquiring about submitted applications and obtaining assigned medical devices. Efficiency of Planning in Empowerment of Orphans
Through a comprehensive strategy, the HRSD’s efforts in the field of empowerment of orphans have succeeded in employing about 80% of orphan job seekers and training 3200 male and female youth via specialized qualifying paths in cooperation with the private and nonprofit sectors. In addition, the HRSD automated all services provided to orphans via advanced digital platforms that facilitate obtaining such services while continuing the development of family protection system for ensuring safe and stable societal environment for all individuals.
