Institutional excellence is one of the essential pillars in achieving operational efficiency and quality of services in the government sector. Accordingly, the Ministry of Human Resources and Social Development has been keen to adopt the highest institutional standards and to establish a culture of results-based performance to support the objectives of the Kingdom's Vision 2030 in building an effective government system capable of responding to the requirements of development and achieving beneficiary satisfaction efficiently and sustainably.

These efforts recently culminated in the Ministry's attainment of the "golden level" in the King Abdulaziz Quality Award in its seventh session, for the government sector category (ministries), in a competition that included more than 65 government agencies, which reflects the maturity of its institutional system, the effectiveness of its operational processes, and the integration of its development programs.

The Ministry's achievement of this advanced level was an extension of a gradual march of excellence in recent years, as it had previously obtained the "silver level" in the previous cycle of the Award in 2023, and it was able in record time to achieve a qualitative leap at the level of institutional performance, supported by governance methodologies, digital transformation tools, and monitoring and evaluation systems, which strengthened its ability to meet the requirements of the Award, which is granted only to entities that achieve high institutional performance and measurable results.

This achievement represents the culmination of the Ministry's implementation of a series of integrated policies and initiatives based on global methodologies of institutional excellence, including the areas of strategic planning, process development, human resources empowerment, expanding the circle of innovation, and improving the beneficiary experience.

In its institutional model, the Ministry relies on a comibnation of national and global standards. It has developed its internal capabilities according to approved reference frameworks in quality and excellence. It has benefited from the outputs of self-assessment and feedback in improving its performance. It has also strengthened its ability to develop government services through digital transformation, the integration of the value chain in the provision of services, and the activation of institutional learning tools, which enabled it to achieve sustainable operational results at the quantitative and qualitative levels.

This methodology reflects the Ministry's commitment to improving the quality of its services, creating a stimulating work environment, empowering national competencies, and activating innovation in designing and providing government solutions, in line with national aspirations towards a more efficient and competitive public sector.

The King Abdulaziz Quality Award is the most prominent national model in the field of institutional excellence. It aims to motivate government and private entities to adopt the concepts of total quality, raise the efficiency of performance, and achieve beneficiary satisfaction. In evaluation, the Award relies on an integrated system that includes leadership, strategic planning, resource management, measuring results, innovation, governance, and institutional learning, which makes receiving the Award – especially at its golden level – an essential indicator of overall institutional excellence.

In this context, the Ministry of Human Resources and Social Development embodies a model to be followed in interacting with this national system, through its clear commitment to achieving the highest degree of administrative excellence, and promoting the principle of healthy competitiveness in government performance, thus contributing to building an institutional environment conducive to creativity and innovation.

This achievement does not represent a final stop, but rather a new step within the continuous improvement journey, which the Ministry adopts as a well-established management approach, as it continues to invest in developing its human cadres, modernizing its operational systems, improving the experience of beneficiaries, and activating strategic partnerships, to ensure sustainability of performance and maximize development impact.

This culmination is a national testimony to the maturity of institutional practices in the Ministry, and reflects the magnitude of the qualitative transformation witnessed by the Saudi public sector, under the umbrella of the Kingdom's Vision 2030, which places excellence and quality at the heart of its goals towards a vibrant society, a prosperous economy, and an ambitious homeland.
