The Ministry of Human Resources and Social Development (HRSD) continues its efforts in accordance with Saudi Vision 2030 through an integrated portfolio of initiatives focused on human capital development, labor market stimulation, and the social empowerment of targeted groups, contributing to sustainable development and improved quality of life across the Kingdom.

Rooted in a firm belief that people are at the core of national progress, HRSD expanded its efforts in 2024 to enhance the work environment and increase the participation of national talent in the labor market. These efforts led to a significant drop in the Saudi unemployment rate to 7%—exceeding interim Vision 2030 targets. Additionally, the participation rate of Saudi women in the workforce reached 36%, driven by various initiatives aimed at fostering inclusive work environments and creating opportunities in high-potential sectors.

 The Ministry also continues its efforts by developing human capability through supporting training and upskilling programs in cooperation with relevant partners, and by promoting future-ready skills aligned with labor market needs, thereby enhancing the global competitiveness of Saudi talent.

 As for the social development, HRSD continued to implement Empowerment Programs for social security beneficiaries capable of working. More than 45thousabd beneficiaries benefited from these efforts in 2024 through many tracks such as direct employment, microenterprise support, and vocational rehabilitation—strengthening financial independence and enabling beneficiaries to contribute meaningfully to national development.

In addition, the ministry worked on the development of the social services ecosystem for vulnerable groups, including orphans, persons with disabilities, and the elderly. These efforts focused on expanding care services, promoting autonomy, and fostering social inclusion—all in alignment with the National Transformation and Quality of Life Programs.

To improve the efficiency of the social protection system, the Ministry updated policies and support programs, improved the means of eligibility and support, and worked to ensure optimized social spending with sustainable developmental outcomes.

Looking ahead, HRSD continues the implementation of its programs and initiatives through a vision centered on human capital development, social groups empowerment, and a dynamic, inclusive labor market—all contributing to the realization of Saudi Vision 2030 and the building of a thriving society and a vibrant economy.
